Team racing in RS Fevas for under 17s from the Thames Valley

 

1 INTRODUCTION

The event is designed as a means of introducing young sailors to inter-club competitive sailing, in the form of team racing.

The event is for three boat teams and will be sailed in RS Fevas supplied by the organising authority.  Each boat shall be sailed by two people.

Entries are invited from three-boat teams (ie six people + subs)

2 ORGANISING AUTHORITY

The organising authority is the Upper Thames Sailing Club.

3 RULES

3.1 The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS) including Appendix D, Team Racing Rules.

3.2 Races will be umpired.

3.3 The UK Team Racing Association (UKTRA) Standard Team Racing Sailing Instructions will apply.  These change some rules in the RRS; they are available on the UKTRA web site (www.teamracing.org) and at registration.

3.4 In accordance with RRS 70.5(a) the right of appeal will be denied.

3.5 Teams will consist of 6 people with a maximum of two additional substitute members. All team members shall be 16 or under (as of 31st August, 2017).

4 ENTRIES AND DEPOSIT

4.1 Entries are invited from sailing clubs, schools and youth groups (collectively ‘Organisations’) within the Thames Valley area.  The event can accommodate up to 12 teams.  Organisations may enter up to three teams.

4.2 The closing date for receipt of entries and payment of the entry fee is 11 June 2017

4.3 The entry fee will be £90 per team.

4.4 Each team will be liable for the cost of damage to boats, equipment and property up to a maximum of £300 per incident.  A deposit for this amount will be required at registration and before a team may sail.  When a team is assessed as liable for damage, it shall restore the deposit to the original value in order to continue sailing.  Damage attributed to competitors generally or to an unidentified team will be attributed equally between all teams.  A team may apply to the protest committee to determine their responsibility for any damage.

4.6 Each team shall register before racing.  As part of registration, each competitor shall provide a completed and signed Parent/Guardian Consent & Medical Information Form.

4.7 In order to allow as many Organisations to be represented as practical, UTSC will, initially, allocate places on the basis of one team per Organisation and in order of receipt of entry. If there are places left unfilled, UTSC will then offer places to the second and third teams from each Organisation, again in order of receipt.

5 EVENT FORMAT AND SCHEDULE

5.1 The format of the event will be available at registration.

5.2 Registration will take place between 0800 and 0845 on Saturday 24 June 2017.

5.3 There will be a briefing at 0900 on Saturday 24 June 2017.

5.4 The first warning signal will be at 0927.

6 BUOYANCY AND CLOTHING

Adequate personal flotation devices shall be worn by all competitors at all times when afloat or when on or near the riverside (ie between the public footpath and the water) or pontoons.  Flag Y will not be displayed, this changes Rule 40.

7 RISK STATEMENT, INSURANCE

7.1 Rule 4 of the Racing Rules of Sailing states: "The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone."  

Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk.  By taking part in the event, each competitor agrees and acknowledges that:

(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

(b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;

(c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

(d) Their boat is in good order, equipped to sail in the event and they are fit to participate;

(e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities;

(f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.

(g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefings held for the event.

7.2 When the boats are provided by the competitors, the boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least £3,000,000.

8 PRIZES

These will be awarded at the discretion of the organising authority. 

9 CATERING

The cost of meals is not included within the entry. Competitors may purchase meals or snacks from the Club’s franchisee all day. Alternatively, competitors may wish to bring their own food with them.

10 RIGHTS TO USE NAMES AND LIKENESSES

Competitors automatically grant to the organizing authority without payment the right in perpetuity to make, use and show any motion pictures, still pictures and live, taped or filmed television of or relating to the event.

RAILWAY SAFETY

 

Access to the club is across a railway line. At all times event participants, visitors, members and guests must adhere to the regulations regarding the use of the railway crossing, as displayed on the crossing gates and the club notice board. It is essential to the club’s future that the continued use of the crossing is ensured and that the good relations with the railway authorities are maintained.

 

There are pedestrian gates and boat crossing gates.

 

All persons must use the pedestrian gates. If a train horn is heard you must stay outside the crossing gates with the gates closed. A train is approaching, even if out of sight, so do not cross, but wait for the train to pass, standing OUTSIDE the CLOSED gate.

 

When the line is clear please cross quickly and close all gates behind you. Do not try to carry too much kit across at one time.

 

Boat crossing gates: Railway rules state that both gates must be fully open before starting to bring boats across. Do not take a boat across on your own.

 

Please minimise repeat visits across the railway line to minimise risk.

 

There is a published railway timetable but trains do not always run to time.

 

Please ensure that all visitors and spectators who may arrive independently are thoroughly briefed about railway safety.
